Cool...can you get them to email or fax you a copy of their terms &
conditions and/or standard contract?

If they are real on redistribution, they look like a possible contender.

What about access to regional networks which are not part of CIX
(e.g. NEARnet)?  Have they cross-connected to any other regionals
except for CIX members?

What about foreign access (Europe, Japan, Australia, Asia)?  Can we do
traffic with such places without NSFnet transit and without further cost?
