Phil is a TLG member who has a single machine hooked up via TIS.
His hookup is 14,400 or so, via a Mach 386 machine which he placed
on the Ethernet at TIS.  

This gets him around a bunch of bullshit at Adobe -- they have a T1
to Altenet, but you can't rlogin or ftp or anything.  They basically
use it for emai because they're paranoid about someone stealing a
copy of the PostScript source code.  As if it wasn't easy to get 
PostScript interpreter sources from a variety of places...like
GhostScript or NeWS...

As far as I know, Phil is still there.  Try traceroute to his machine.
It's got a wierd name, based on his past in the aerospace industry.
The gateway is cif.ba.tis.com.  I forget what his home machine is
called.  It's got numbers 140.174.13.x and (slip link) 14.x.
