I think I said that in too confusing a way.  Let me try again.

I'm thinking of putting in a leased line to TLG, and initially
fronting the money since I need a POP in this part of Fremont.  I can
pay the full cost of the leased line for a while before I/we find more
TLG members for here, but I can't also pay the TLG $325/leased
56k-line fee.

In short what I'm thinking of:
Me:
    Supply a 56k leased line from Cygnus -> Fremont.
    Supply two 56k sync modems.
    Supply a 56k sync router. 
    Drum up more Fremont-local members. Probably easy, since this
        calling area includes San Jose.

TLG:
    Supply a Nos-box for the initial low number of local members case.
        (I would imagine everyone would rather go to a portmaster
	as soon as enough folks were available to split the cost.)
    Pay back the initial outlays as new members are added.  At no time
        would I expect give me cash.  I would just want TLG to credit me
        for the costs out of the members that are added to the
        Fremont POP.

In short, I'd like to start the ball rolling on expanding TLG to
Fremont, and I'm willing to front the money to do it.
