There's a loophole in the rent control law which allows greedy landlords to take away the rent and eviction protections from tenants in small buildings. The loophole exempts 2-4 unit, landlord-occupied buildings from rent control. And the greedy landlords, investors and speculators have found it a great way to raise rents and evict tenants. They buy the building, claim to live there and then use this loophole to raise all the rents. There's a Noe Valley landlord who makes a living out of this. In less than five years, she's moved into four buildings. She's evicted tenants and raised rents by up to 500%. She bought a 6-unit building and converted it into two 3-unit buildings so she could remove it from rent control. She first moved into one of the "new" 3-unit buildings and removed it from rent control. Now she's trying to do the same thing in the other "new" 3-unit building.
