Dear Jon,
	I don't know where this idea of "divvying up funds and sending
them around the country" comes from.  Frankly, this whole thing is so
hysterical and fanatical that I don't think it merits much discussion. 
Our copier lease program for IWW activists and gr oups was initiated in
June and duly reported in reports to the Clearinghouse, and during the
Assembly.  Funds were not dispersed, but used to encourage independent
printing with the proviso that they be returned over time, plus some
increase.  Only IWW gr oups received support, and upon investigating this
recently, we have found that everything is in order.  As to questions on
reporting, since we were finally informed by the outgoing GST that we were
expected to make monthly reports, we have complied and e xpect to
continue.
	I really think that the GEB would do better to find more
substantial matters to occupy its time with.

PS We would be interested in seeing the manuscript on the Preamble and
Constituion, thought I'm not sure what our deadline for printing might be
as yet.
